Is he intentionally peeing and pooping on the carpet. If he is old enough to tell you he was just lazy or didn't have time, there should be a punishment. Even dogs get corrected for pooping on the carpet. I don't agree to punishing for accidents but this doesn't sound like an accident it sounds like a game and it needs to be stopped.
