Not to come off like a "know it all" but, i have discovered the term "toilet learning" instead of "training"...ie what you do with dogs. It's just a thought. And that in itself would be my answer to the question of how do you "train" a 21 month old toddler to use the toilet. You can train (push) or allow one to learn (discover).
