My daughter went through this stage also...
My daughter went through this stage also with everyone except myself, her mother, and her father. She was hardly ever around anyone else. It passes with time and also with seeing the people various times. The father just has to keep on coming to see her regardless if she is in his arms. I have found that it helps when I would hold my daughter and just talk with the new person. It helps show them that the person is trustworthy if the mom is okay with them. It is tough to see her so upset but it would be tougher not to see her at all.
