pullups
The reason they might not encourage pullups is because of the time it takes to remove shoes and pants/jeans to replace a pull-up and then put the pants/jeans on and the shoes. Plus, most rooms designed for that age of child don't have the facilities to change diapers. With a diaper you don't have to remove both, and if the child has a lot of accidents it takes the helper out of the room too long and leaves too many children under the supervision of just one person.
